PB Hires Eby

Former acting administrator of the Federal Railroad Administration to help push high-speed rail for Parsons Brinkerhoff.

Parsons Brinkerhoff has made a high-ranking hire to help pursue high-speed rail. Clifford Eby, former acting administrator of the Federal Railroad Administration, has been named a senior vice president in the Washington, D.C., office of Parsons Brinckerhoff. In his new position, Eby will be responsible for strategic efforts in rail and infrastructure markets, particularly high-speed rail. He has more than 36 years of executive and engineering experience within the railroad industry. At the FRA, he served as acting administrator from 2008 and as deputy administrator from 2005 to 2008.

Kenbridge Construction of Kenbridge, Va., named Richard W. Roberts as CEO and Emory M. Hodges as president. James (Jack) Roberts, previously the company’s president, will continue with the company as Chairman of the Board.

Odell Associates hired Roger Soto as president and director of design. He will lead the firm’s global design practice from the Richmond, Va., office. Odell was previously at the Houston office of HOK where he has served as design director and principal since 1990.

Heery International appointed Edward C. Newman III as its Washington, D.C., area manager. Newman was most recently the director of project development responsible for new client development and teaming opportunities throughout Washington, D.C., suburban Maryland and Virginia.

Corman Construction‘s Richmond office promoted Kevin Kern from regional manager to vice president/general manager.

Granary Associates of Philadelphia promoted Tasso Karras to associate principal, leader of the Design Center of Excellence. Tasso has more than 20 years of professional experience providing planning, programming and design services for healthcare facilities including ambulatory surgical facilities, pediatric and women’s facilities, and rehabilitation facilities for several major healthcare systems.

Skanska USA Building hired David Doherty as project manager for the special projects group in the company’s Rockville, Md., Office. In his new role, Doherty will utilize his eight years of industry experience that includes high-end, custom interior fit-outs for Washington, D.C. area law firms. Doherty previously served as a project manager for HITT Contracting.

Dewberry of Fairfax, Virginia, recently announced several promotions in its Carlisle and Kimberton, Penn., offices. Carol Ciafre is associate vice president. Gary Frenette, John Spencer and Kim Dunn are associates.

Pennoni Associates recently announced two hires at its King of Prussia, Pa., office. Leonard Nardone is Fabrication Inspection Division manager. Specializing in project and construction management, Nardone will be responsible for the overall leadership and management of the division. Randy Wanger is senior engineer in its Transportation Division. He was previously portfolio manager for PennDOT District 6-0.

EDC of Richmond, Va., hired Jeffrey Broderick as business development manager for the Midwest and Northeast regions.

McDonough Bolyard Peck recently announced two promotions. Richard Mouri is operations manager at its Fairfax, Va., branch. Former Fairfax operations manager Scott “Gator” Galbraith is branch manager.

Skelly and Loy of Harrisburg, Penn., recently announced several personnel changes. Josh Weiand was hired as environmental engineer. Sandy Basehore and Gerry Longenecker were named to the Board of Directors. Terry Schmidt is an associate.

Urban Engineers of Philadelphia hired Donald A. Logan as senior estimator.
